Default Newbie Needs Help

I am new to web site design.
Don't know anything about it.
I have a web host but don't like their web site builder tool.
I am looking to build and MAINTAIN or update my site as needed.

I like a professional looking site with mouse over menu (and sound if possible).

I currently have microsoft word and publisher.

Where do I start ?
And what software do I need to maintain my site ?

There are softwares like Frontpage, dreamweaver and many more that can help you create websites.
Does your host support php, mysql? if so, you can try and set up a free blog script, which is very easy to cutomize and very user friendly.

PD, I am using 1and1.com as web host.
Unfortunately, I do not know what is php but I think they support mysql.
I understand that dreamweaver has a steep learning curve and not easy to use.
I have not used front page either but I understand that it is easier to use.
I heard about starting with a web site template.
I get by with microsoft basic word and excel and no web exposure other than just starting out this week.
