Im pretty sure if its not the original images in the design...for example. Lot of people are into WoW (World of Warcraft) & people are making like cheat sites and hack sites with similar templates, but still a little different.

Robertfalco -

The web is rampant with issues and complaints of users 'borrowing' others work/websites/graphics etc. Most designers copyright their original work but unfortunately that does little to deter those that want to copy it and use it for their own purposes.

With such an enormous variety of free, quality websites offered online now, why would you even want to steal someone elses hard work?

Put yourself in their place -
You've put hundreds of hours of pre-design, actual design, coding and graphic work into a site that you're extremely proud of and then find some low-life has copied your design, altered a few pics, some text and colours and added their own name to it!

So, in my humble opinion, "is there problem if i copy as it is website but the content and links different.. and little change in theme.. its legal?"
I'd say NO, and if it isn't, then it SHOULD be made illegal.

My 2 cents worth

well i know its not good if we steal some one hard work and make little bit changes or redesign to it and make our own website as it is. but know a days lots of people are doing these things.. i m not professional web designer and i don't have enough budget to make my own original website from designer...

actually it is not good.. but the thing is, even if you dont copy the design, you would probably find sites that almost the same as you did.. My advice is, get idea from different sites, but dont copy.. for example, you get the color of one site and then get the format of the other site, then putting your idea and mix it.. then you can call it yours

Lots of people follow others - they are called sheep - and sometime in their life span they go to slaughter. Hey tell everyone where you live so someone who isn't as professional as you or has as much as you, can come into your house an take what you own - don't get mad at them - lots of people are doing it.
That really sounds dumb.........
Had you thought about "asking" the website owner or thought about learning how to do it or is it you just have to have it now and you are trying to create justifcation for your actions.

Here's the conditions of a company which provides FREE quality web templates.
Quote:
You are allowed to use this design only if you agree to the following conditions:
- You cannot remove copyright notice from this design without our permission.
- If you modify this design it still should contain copyright because it is based on our work.
- You may copy, distribute, modify, etc... this template as long as link to our website remains untouched.
At the bottom of their page (and on each freely available templates) is a © symbol. Anything on the web you see with that symbol is subject to original owner's copyright.
If you 'borrow' 'steal' 'copy' works with that symbol, change it in anyway, you are STILL breaking copyright laws.

So once again, YES - it is ILLEGAL.
