I run a website called Tagmalion.

Tagmalion provides free forums. Everything is done in javascript and HTML so you don't need to install anything on a server.

If you can upload a web page, you can publish a forum.

The added touch is that all forums are linked to tags. All sites using the same tag will share the same content. Any posts made on your site will also appear on other sites hosting the same tag and vice-versa.

I have just put up the first template which you can freely download and quickly add a forum to your site.
