Template as a Blog?

Just wondering every template looks like a Blog and in Template I see Comment section etc.

Just wanted to Know When I will Use this template How can I get these Features?
and Is their any other method to edit these template on my webserver or Do I have to only Upload it by Updating it on my Local Machine?

If there are extra features in the "template" then you have to learn how to code it the way you want it.
If your host has some sort of cpanel, then it my have a "edit" button. You can then edit it on the server.
