    I can reference the book and chapter but do not know how to reference the line

    Sorry, been a while since I last did HTML; I'm not sure why it's not working - I think if the target is viewable on the page when you click the anchor, it doesn't move. Perhaps try with a line lower down on the page? Not sure. Perhaps someone else can chime in here?

    Same problem here, I forgot. I have used same page a lot, as shown. And other pages as shown, but the line is a problem. The need is obvious.

    Is your HTML document HTML5? If so don't use name, but id as your anchor attribute. Even if it's HTML4 it's better to use id instead of name as it has a priority in lookup order with the DOM.

    The # symbol always needs to be used, behind the URL if it's outside the current page. No need to add a URL if it's on the same page.

    When you omit part of the URL the direction is always going to be relative to the current page. Also it's best not to use blank spaces in your URL's as some older OS/browsers may have problems with it, use a - instead.

    It is also unsafe to use according to the Internet Engineering Task Force in the RFC 1738 document, it is stated as the following :
