What you are asking for is a ton of work.
Yes there are tutorials out there, but you didn't even indicate that you have even tried any of them. What you did, Why it didn't work.
What you seem to want is someone to do most of the work for you.

My apologies. What I tryed was getting Apache, PHP, and MySQL and MyAdmin working. If I got that working then I may beable to do it, because then I can make a database. I need help getting a database set up and all the requirements to getting the database working. And then the tutorials I need may be easier for me.

    Thanks ishkey

So what did you try? Do you have a script which instructed you to work in all those areas.
The more detail you can give, the easier it is to solve your problem.

Well im going to need a database to hold all the members and where the new members will be stored. And many tuts ask for MySQL to make a table.
Like example Making A Cool Login System With PHP, MySQL & jQuery – Tutorialzine and Developing a Login System with PHP and MySQL

I tryed downloading MySQL and such but got no where. Could you use Access maybe?

I aslo tryed this one, http://www.phptoys.com/e107_plugins/content/content.php?content.35, which was my fav one. But I need help getting a database working with it

It was obvious from your post that your experience level is just getting started. It has taken most of us here years to understand all the different programming areas you posted. Now you know why I said Hire someone.
If you want something bad enough, then you learn about it and ask in a proper manner. It is then you will get help - Yes I know the idea is burning inside of you as you have to have it now and that's ok. Better to do it right and understand it.

First you have to understand the basics. Apache, php, and MySQL and MyAdmin are all server-side programs not client-side like your pc with a Vista operating system.

You can turn your pc into a server or to simulate a server, so you can load these programs, the scrips you listed and work with them.

Download Wampserver Install php 5 Apache MySQL on Windows : WampServer (Do not post back about one of the other server progams out there, I know them all as I run VMware Workstation to simulate different enviroments for clients.)
Wampserver is one of the easiest programs to work with, just follow the install. It will create a desktop icon so when you click on it it will startup Apache server. You will have the best of both worlds (client and server)
You will then have in your root directory, a local path for your files. c:\wamp\www\

In that directory will be: localhost, phpMyAdmin, www directory, Apache, php and MySQL all the toys you need to get you going.

Down load your script and place it in the "www directory"
    example c:\wamp\www\yourfirstscript\

Now you are ready to rock.
Click on the desktop icon "Wampserver"
Look down by your system clock in the lower right corner. You will see an icon that looks like a igloo. When it turns white your ready to click on it.
Select Localhost, look for yourfristscript directory, click on it and you're in business.

Now of course you will have to read those tutorials and follow them, but at least you will be able to work on the program.

PS If you have to much kiddy crap on your pc like IM progams, programs that look for dumb music, videos or upgrade to games, all that stupid fun stuff that is a must have running in the background - then don't even bother with what I wrote above. IT WILL NOT WORK - YOU WILL HAVE PROBLEMS.

So decide if you want to program or play, then again I guess you can do as I do and have 4 machines setup for different purposes.

Let me know which way you go or as they say "don't be shy give it a try."

There are several people here who will help you, but not hold your hand. They will point you in the right direction and help where they can as long as you show what you have done. Just remember we are a community kinda like a family.

stuck at a new part. Ok so I have my database. Now im trying to connect it to dreamweaver. I have to put a Connection Name, Server, User, and Password then get the db name. I keep getting a 1405 Access Denied for members@localhost (using passwrod: YES)

I have my settings to be
    Connection Name - CODdb
    Server - localhost
    user - members
    pass - my pass

I have created a user named members in the MySQL because when I tryed root, I dont have a password set on it and cant get one to go on it so it says I must have a password but there isnt one, so i made a new user in MySQL and named it members and put all privileges on it.

But now I cant connect the db to dreamweaver

Do you have a fire wall setup - if yes then set it to allow MySQL.

To get into your MySQL database left click on wampserver icon in system tray.
    Click on phpMyAdmin.
    Select mysql on the left.
    Select Privileges on Top Menu.
Look for user you want to edit and click Action button on right.
In this screen you can edit anything - add password is at the bottom.

Delete the one you made as it will get in the way for now.

To connect up to DW db try this DreamWeaver tutorial - How to connect to MySQL databases and Connecting to a MySQL database in Dreamweaver
