Customization I need help coding CSS

Hi guys i've got my site done out in html but now it needs to be coded in CSS which i no nothing about here is a preview of my site i've got!

C:\Documents and Settings\Paul\My Documents\sample_full_site\Without_FL\html\index.html
(copy this and paste it onto a browser)

and heres it in an actual index.html

pnbweb.awardspace.com

and it's like that because it hasnt been coded in style.css

i've got the images added

You need to upload it to a public server to let users view your website. You've posted the location on your own computer but we do not have access to your pc. So you need to publish it on some space like mysite.com (for free). If you have done that, announce me!
